Growing Independent Reviewing Officer
There are two clear and separate aspects to the function of an IRO: acting as a chair of reviews and monitoring a child’s case on an on-going basis.
IROs must ensure:
- they promote the voice of the child and support them to identify an advocate if required
- plans for cared for children are based on informed detailed assessments, they are current, effective and provide a real to the child’s individual need
- prevent delay and drift in care planning and service delivery
- Monitor the Local Authority as a corporate parent in ensuring care plans have proper consideration and include the child’s views, including views on any proposed change to care planning
Education is clearly a significant consideration when reviewing children’s care planning. Strong links with the virtual school and the IRO team is essential to ensure our children are being supported to reach their academic potential.
IROs should have sight of children’s Personal Education Plans prior to the review. They are responsible for ensuring that they are up to date, filled out appropriately and the voice of the child is clear.
They also need to ensure that Pupil Premium Plus money is being utilised as and when appropriate.
If the IRO feels that an education provision is not meeting a child’s needs then they can access support and advice from the virtual school to ensure a robust effective challenge.
